  • The case-law evolution of popular consultations about mining and hydrocarbon, prompted by the sentences emitted by the State Council and the Constitutional Court.
  • The parameters comprised in the in the SU-095 Sentence of 2018.
  • The agreements to ban mining and hydrocarbon-related activities within Districts.
  • Debate on the correlation between unitary state and territorial autonomy in mining, energy, and hydrocarbon exploitation.

Speakers

RICARDO RODRIGUEZ YEE
Industrial engineer with a specialization in Business Administration at the Polytechnic University of Valencia (Universidad Politécnica de Valencia) and a Master's degree in Industrial Engineering from the University of los Andes (Universidad de los Andes).

He worked as advisor for the Mines and Energy Minister, chief of the Planning and Management Office of the Cundinamarca Energy Corporation, Internal Control Manager of Postal Service S.A. (Servicios Postales Nacionales S.A.), Vice-Chairman of Rueda Barrera Investment and Consultancy (Inversiones y Consultorías Rueda y Barrera), and General Manager of Enertolima.

He was General Director of the Mining/Energy Planning Unit (UPME), Special Agent of Emsirva E.S.P and the Cauca S.A. Power Plants, the Mining/Energy Planning Unit (UPME), Scorp S.A., and the Andrés Bello Convention. He was the president of Gecelga S.A. E.S.P.

He's currently Delegate Operator for the Mining and Energy Sector and the Republic's Deputy Controller General (E).

CARLOS ENRIQUE ROBLEDO SOLANO
He's a lawyer with a specialization in Economic Public Law from the Sergio Arboleda University (Universidad Sergio Arboleda), with experience in the public sector as Legal Director in various entities. University professor. He's an expert in Mining and Hydrocarbon Constitutional Law and external consultant of the companies in the area. Author of the tutelage actions against popular consultations concerning hydrocarbon and mining in Ibagué and San Bernardo.

JUAN JOSE PARADA HOLGUIN
He's a lawyer specialized in Corporate Law at the Externado University of Colombia (Universidad Externado de Colombia) with a Master's degree in Corporate Legal Consultancy at the Charles III University of Madrid (Universidad Carlos III de Madrid), Spain. Parada Holguin has ample experience in areas like finances, royal, public services, justice, and energy/mining. Throughout his career, he has been involved in tasks related to legal, business, and corporative counsel, planning, and arrangement. He also worked as Director at the National Register of Lawyers and Auxiliaries of Justice Unit and at the Administrative Chamber of the Supreme Council for the Judiciary; he was Chief of the Mining and Energy Ministry's Legal Office and President of the Mining National Agency.

MILTON FERNANDO MONTOYA
He's a partner at Montoya & Associates Legal Study (Montoya & Asociados Estudio Jurídico), a firm specialized in the energy and mining sector, social management of extractive projects and environmental matters. He has worked as counselor for the National Agency of Legal Defense of the State (ANDJE) on various energy/mining issues. Advisor at the Special Administration Unit of Public Services (UAESP) for public lighting services. Research Director at the Externado University of Colombia's Energy and Mining Law Department, and Postgraduate professor. Guest speaker at the Dundee University, the Pontifical Catholic University of Peru, the Charles III University of Madrid, the University of Almería, etc. He's part of the Executive board of the Mine and Oil Bar Association, as well as member of the Academic Council of the International Bar Association's (IBA) Energy and Natural Resources Section.

A lawyer with a degree from the Externado University of Colombia; Master's degree in Energy Law at the Enerygy Senior Institue (ISE), Madrid, Spain. Ph. D in Law at the Complutense University of Madrid, and Postdoctoral degree at the Dundee University (Scotland); Honorary Professor at the Dundee University (Scotland).
